Billions of € at stake, what advantages for French startups?

On February 10 and 11, 2025, Paris became the nerve center of artificial intelligence by hosting the Summit for Action on AI.

In the prestigious setting of the Grand Palais, more than 1,500 participants discussed the future of AI. Among them, key figures: the founder of ChatGPT, the CEO of Google and global tech leaders, alongside heads of state and government, representatives of international organizations, companies of all sizes, academics, researchers, NGOs, artists and other members of civil society from more than 100 countries.

Beyond the discussions, this summit – co-chaired by India, was the scene of strategic announcements and major financial commitments to structure a more responsible, transparent and accessible AI.

This Tuesday, February 11 – the last day of the summit, a “Business Day” was held at Station F, the startup incubator founded by Xavier Niel. This event brought together players from the French tech ecosystem and major international economic players, creating a space conducive to exchanges, collaborations and investment opportunities in AI.

Summit objective

The AI ​​Action Summit aimed to strengthen international cooperation on artificial intelligence, with a focus on sustainable and beneficial AI for the general interest. Discussions focused on themes such as AI for the Public Interest, Future of Work, Innovation and Culture, Trust in AI and Global AI Governance.

The challenges associated with this revolutionary technology were also addressed, including regulation, ethics and impact on employment.

1. A shower of investments for France

During the summit, President Emmanuel Macron announced 109 billion euros of private investments in the field of AI in France for the coming years.

This amount, combining French and foreign private funds, aims to strengthen France's position in global competition, in particular against the United States and China.

France, which currently ranks 6th in the world in terms of data centers, continues its ambition to climb to the top of the podium, in particular thanks to the construction of new data centers, computing clusters, etc. in order to stimulate innovation and attract the best global talent.

Among the notable commitments:

Brookfield, a Canadian fund, will invest 20 billion euros, including 15 billion dedicated to the construction of data centers, in particular a major project in Cambrai (North) with a maximum energy capacity of one gigawatt.

The United Arab Emirates are planning an investment of up to 50 billion euros, including the construction in France of the largest artificial intelligence campus in Europe.

The French start-up Mistral AI, a rising figure in the sector, announced on Sunday its intention to invest several billion euros in the construction of its own data center in France.

Ursula von der Leyen, President of the European Commission, announced InvestAI, an initiative intended to mobilize 200 billion euros for the development of artificial intelligence. This program aims to prevent the flight of talents and companies to the United States and to position Europe as a major player in the sector.

These funds will be distributed across several key areas:

Construction of four AI gigafactories with more than 100,000 high-performance computing units for training models.

Funding AI startups via venture capital investments, equity co-investments and innovation grants.

Adoption of AI in European industry, notably through support for common data spaces and the extension of cloud and edge computing infrastructures to ensure a robust local technology base.

With this massive influx of capital, French startups specializing in AI are expected to play a central role in the development of new technologies and applications. They are squarely on the cusp of an unprecedented opportunity. Increased funding, booming infrastructure, European ambition… All the lights are green to innovate and accelerate.
